Which arguments, rationales, types of data, etc., are most effective when seeking administrative support, funding from donors, etc.?

I've had the most success when my argument/application/plea is carefully crafted and tied to strategic plans and mission statements of the University and various divisions within the University, as Bill (I believe) noted in our workshop. Granting agencies, whether within the University or outside, want to see a cohesive/unified approach to program building and funding. Tying our plans to the overall plan/mission of the University demonstrates an awareness of that plan and a willingness to work to achieve strategic plans.
